Sir Manx Silverwing is a member of the Silver Dragonflight and an elder Knight within the Order of the Silver Claw. Sir Silverwing only strikes an imposing figure if you have heard of him or met him. However, if you have, the tiny knight is extremely intimidating. Silverwing is known for his stoic mannerism, tactical understanding, leadership capability, and ferocious combat skill. He is an expert marksman, but his true talent lies in hand-to-hand combat. He is considered one of the finest warriors the Order of the Silver Claw has ever produced in its long history.

Despite his fierce reputation, Manx Silverwing has demonstrated a decidedly noble and compassionate personality. Selfless and kind, the kobold is often seen in Old Towne patrolling and helping the residents there. His presence alone, and the threat that he can and will appear seemingly at random in the boroughs of old Chicago, dampens street-level crime. Obviously, corruption is still very much alive in Old Towne, but violent crime rates are nearly twenty points below average compared to other megacities’ lower levels.

Little is known of his early history, at least that we could find. It is known he was hatched from a community clutch like other kobolds. However, unlike other kobolds, Silverwing is one of the ‘Dragontouched’ mortal beings who have inherited draconic DNA through a dragon relative somewhere in their lineage. It is unknown who his draconic ancestor is, other than a silver dragon due to the kobold’s bright silver scales, wings, and larger-than-normal size. Manx stands over three and a half feet tall, making him a full foot taller than regular kobolds. He also demonstrates improved strength, agility, and intelligence.

Manx fought in the Great War once the Silver Flight got involved. While spotty at best, Old-world intelligence records mention Manx being part of the mission that rescued the remnants of the Duskwood Elven Noble house. He has shared a particularly favored status among the Great House ever since, especially now that the girl he rescued has recently taken the lead in House Duskwood. Silverwing also fought in the Infection War, most notably at the Battle of the Wall in Chicago in 2052 when the Silver Flight arrived.

Since that time, Silverwing has taken in a trio of orphaned children he helped survive the Battle of the Wall. These three children, dwarven twins, and a human, grew up under the kobold’s watchful eye, and he treated them as if they were his own. One of the children, Carlee Halverton, gave birth to a half-elven daughter that has since been revealed to be of great interest. (Re: Skye Halverton) Silverwing took strides to protect Skye’s identity.

Silverwing should be considered an asset to the Global MegaCity Commission at this time due to the Silver Flight’s position within the Chicago megacity. The city is known for the Dragonflight being there, and the Flight protected the city through the end of the Infection War and dealt with the wandering packs of infected afterward. They have since stayed on, and the Dragonflights Legions and Knights of the Silver Claw have aided the Chicago military on more than one occasion. They also assist in patrols and exploration of the old world ruins dotting the landscape.

If, however, the Silver Flight were to conflict with the GMCC at some point, Silverwing should be considered a priority threat to neutralize. His leadership and tactical skill are nearly legendary, and he is almost unbeatable in personal combat. He should be regarded as extremely dangerous, and I encourage this council to create at least a half dozen contingency plans in case the need to deal with him ever comes.
